Definitely doable, even if you only have a masters. A friend of mine started his process 4 months into his first year. Has a masters and not from India/China.

You can get it started earlier if you can get your upper management to advocate HR for you. I started it 6 months in on my F1 with a bachelors.

Yes, you will have to and it's quite possible. A competing offer which is ready to give it to you, makes it so much easier to negotiate though.
