Only thing I'm confused about is why more companies aren't doing this. Seems like a no-brainer arbitrage opportunity for those willing to take advantage of it. If you hire during boom times and layoff during bust times, you're buying high and selling low.

This is prbly the truth. The other advantage of being a private company is you can claim you're hiring 1000 people and not follow through.
