Not when it’s on the other side of the road! You’re overlooking that at one point the city probably took the land for the road, ran it though the front yard of the house, and didn’t move the water valve. Now, the homeowner has to pay to fix it.
Correct, but they do extend the residential shutoff valve to the same side of the street as the home. Yes He probably skipped an inspection or had a bad inspector.
