How do you start defining exclusions? When you start defining exclusions it become hard to quantify and definitely salary is not one way to quantify.

This would be a problem for folks in non SW domain and for non- FAANG folks in SW domain. Maybe the senior level positions in all the industries might make a cut. It’d be tough for Junior/entry level engineers.

Then those engineers can get jobs in their home countries until they are talented enough to go to the US. There is definitely no shortage of junior engineers graduating in the US. Junior engineers are not talent they are just cheap labour. Basing H1B on salary is fucking amazing decision on Trump's part to be honest.
