Just 1995 out of 38000K employees for first wave ? This must be way too less than what is actual.
That is just the Palo Alto office. Out of 5k people. Globally it will be a much larger number.

Who is impacted? Usually after acquisitions its the admin functions like HR,recruiting,legal,finance that no longer needs its own setup.
