Is it common for a PM role to be hired under a Engg/Dev lead (or SWE Mgr)? Yet to talk to the HM to figure out the scope, charter and especially how performance is going to be measured. I'm concerned how a (relatively young) SWE Mgr is going to assess and appraise a PM's performance.
Agree with notabro While at senior levels EM and PM have to think strategically and product first, you should be partnering with and not reporting to EM
There is plenty of product vision definition, getting stakeholder buy-in scope in the role, apart from requiring thought leadership in the space. So I'm not as worried about not having the freedom to define and build products. Though definitely something to clarify. I'm more concerned is this is norm in teams across ByteDance given their top down decision making and being engineering driven.
Still a good amount of assumptions and biases from your side. Just schedule a call with them and treat it as a reverse interview.

I talked to the HM. Seems like a completely greenfield effort, so a business case has to be built from scratch, not to mention teams. In fact, so unbaked is the idea that the position isn't even necessary to be filled 🤷
