They are setting them to collect ballots from republicans. Not sure what kind of mind thinks republicans would dispose of republican ballots. Must be Democrat logic.

Republicans are mostly a minority in Seattle suburbs. Probably they are trying to turn a blue state into red. Looks like they are getting desperate knowing a Trump loss is imminent.
