whats your domain? What's the joining bonus ? Base you can't do much they might increase to 24-25 but you can squeeze more joining bonus , did they asked you for 2 yrs agreement on joining bonus ?
Domain : Analog. Joining bonus:6L over 2yrs. One more query, hr has mentioned this things over a phone. Does this meant something??
If you join now you will get hike in july 2023 . Raise this point and ask for more base and generally they might increase the base but they don't agree then ask for more joining bonus . One more thing is if you ask for increase in salary they might ask for 3yrs agreement on joining bonus
Next hike will be mid next year if joining now so take that into account. Negotiations, whatever the numbers, will result in increased base and add-on JB only (I've heard of +4L base & same amount JB after negotiating for someone who joined last year at different level), not bonus or RSUs

Afaik T3 pay band starts from 19L, so considering your YOE this offer is pretty decent. However you can ask for more base upto 25L or wait for your hike and then negotiate
