Can Google make exceptions to the remote rules?

For going remote at Google I was told you need 1 year of work experience or 2 years of work experience at YouTube. Is it possible for Google to make an exception if you have a personal reason you can't relocate? TC: 200k YOE: 1

I know people that have joined full remote. They were hired as l4 though. Don't know if that makes a difference.
