I am starting to think Chinese interviewers currently fail non-Chinese candidates on purpose.
I realize this isn’t Reddit. I posted it there too and haven’t gotten any bites. I own a condo in MA and my upstairs neighbors pipe burst and flooded my condo. My HOA contracts a management company which has been in charge of repairs & contact w my common insurance. Management company fixed the flooring but made big mistakes which I pointed out. They agreed to fix (in writing) but it’s been 5 months and still no fix despite my numerous follow ups. After flooring they fixed flooring in bathrooms and painted bathroom walls. Only one bathroom flooded so insurance only covered one bathroom. I wanted both bathrooms to still match so I agreed to pay the management company out of pocket to redo bathroom #2 (about $1k of work) They are now asking for payment for bathroom #2. Can I withhold this payment to incentivize them to finally fix my flooring? Or is this illegal to anyone’s knowledge? FWIW already complained to the attorney generals office and the BBB. Might just fix this myself and sue for costs at this point #homeimprovement #contractor

Generally speaking all the contractor work if not paid will enable them to place a lien on your property. So , be careful on that part.

The moment you pay them, they will not fix it. I don't know how legally you are allowed to not pay them.
Don't pay, they are in breach of the first contract, you are now in negotiations
