Can you negotiate the location of a Google offer?
Let's say you get approached by a recruiter in NYC. Can you ask to be considered for Seattle instead? Please don't say NYC>Seattle, I know it but I have a family and I am not 24 so looking for stability. Thanks. SDE2. Tc 180, will be 215/220 with stocks next year
In my experience no. I interviewed in NYC because I wanted a newyork position, but in team matching they only gave me California offers
They will usually pass you off to other recruiters if they don’t have a role in the area you want to work in.
I was contacted by a NY recruiter and told him I want to work in Seattle and he transferred me to a Seattle recruiter.

Yes to some extent. But different offices have different mixes of teams and are growing headcount at different rates, so your recruiter may strongly push you towards a particular location, often for good reasons.
