I have a tech screen interview with oracle tomorrow evening (less than 24hrs left). Opportunity is in a different city and I do not want to move. I am thinking of canceling the interview to not loose other opportunities within oracle and at the same time I am worried that they might lock my account or block me from other opportunities within oracle. What should I do? Please advise.
I didn't get why you want to cancel, just do it

No. Bad idea in case he applies/applied for another job at Oracle and wants it. Then they will be confused ... why does he keep applying if he told us he accepted another job... uhmmm .... pants on fire
Cancel and explain that you don't want to waste their time. They will be grateful.
Just do the screening... you might not get a job in your city. This might be the only offer you get. Also, if you get an offer you can use it as a bargaining chip. So best to just do it and cancel at the job offer stage
I canceled mine 10 minutes before because my wife brought pizza. No way in hell was I missing out on that for an interview
Cancel, explain that you realized you do not want to move, and apologize. I do expect that to create a problem for future opportunities to work closer to home or remotely. It's the right thing to do, for all parties.

Still, do not want to loose on opportunities. Actually, there are not lot more companies hiring. Oracle is kind of actively hiring rn.
