Yes, but front running is still possible and still very illegal which is why some financial institutions require preclearance on most securities and subject employees to strict blackout periods, or they restrict most securities.

In my day (although it was on the investment side not commercial) we had a long list of restricted stocks that we couldn't touch, at all. For the rest we had to pre-clear all transactions. We could use only authorized brokers. It was all a royal pain in the ass
Why wouldn’t they
Employees at banks are often subject to regulatory trading restrictions. When I was at MS, all securities (including index funds) had a min 30 day holding period. Any trades in individual stocks/options required approval from your manager.
