G9 will be 12%. I don’t think it can be changed. It’s across company.

I wouldn't want to switch from goog to Cisco at L3 especially for swe. Google gives big raises so you should atleast account for that. I made 160k as new grad in 2017, now I make 230k TC and promo to L4 with exactly 2 years of experience.
I think you’re missing the point, G does give big raises but they make it so annoyingly difficult to get promoted (have to be a star on a relevant project that specific committee see’s as useful). Then again, L3 at G is equivalent to G8 at csco in terms of TC
It's hard but not impossible by any means. Every 6 months google promotes about 10% of the company(which is damn high don't you think). The only reason you hear about promo at Google being tough is because there are so many quality SWEs vying for promo all the time. My raises have been ~40k/year and I expect the same for the next couple of years.
Grades have fixed bonus percentages.
How do numbers look like to you?
Assuming you're in dev/engineering, 12% sounds right. G10-11 is 15%. G12+ that number increases significantly.
