If a company lays off recruiters because they’re growing more slowly than planned, it can also be true they need additional talent in parts of the company that are growing
Pipeline. Also it might be for different roles and orgs. This is completely normal.
This simply shows inefficiency in the system and lack of coordination at high level with requirements at low level. Top level leaders don't look to optimize cost rather follow a simple approach to get things done. Take today's leetcode problem as an example. Top level leaders would simply create an additional array to shuffle elements instead of using the permutation chain to do shuffle in place.
Apply where the company's focus (new or re-emphasized) is.
Layoffs are not always really about cutting cost. When it is, it's a last resort when survival is at stake. Many layoffs are just for show - layoff, show a smaller cost number for investors, keep hiring and show company growth in 6 months. Layoffs are just a circle jerk for investors and we're all caught in the crossfire.

I think you have to look at the layoff strategy to figure out how safe you feel. Some companies do smaller rolling layoffs frequently. I would touch that with a 40ft pole. Companies that cut deep once and move on, I would not be as worried. Laying people off is a quick way to rebalance your resources. Dropping failed projects without having to find alternate roles for that whole team, or an area that is going through a downswing like Recruiting.
What country is this in? This is illegal in Germany. So they don't rehire for lower pay or bust unions.
