As an existing employee, my company is planning to relocate me and pay for relocation expenses. I plan to quit 2 to 3 weeks after the relocation. Since this is a forced relocation by the company, will I be obligated to pay them back if I leave within a month?

You said it’s not forced by the company…so was this move an ask from the company? They wanted you in a different location? Or did you want to move and ask your company to cover it and they obliged?
I've had companies say 1 year and some have said 2 or even 3 years.
You’ll be required to pay back if you leave within 1-2 years from the move(depending on the company), regardless of whether it was you or the company that initiated the move.
