Work in DC. Employer of a year just cut my boyfriend’s annual bonus target - not company wide but rather certain people and not performance related - is this allowed? And any advice?

It is allowed. Bonus targets are considered incentive compensation versus guaranteed compensation and can be adjusted as the company sees fit. Typically these targets are adjusted based on market reviews, i.e. what they are seeing in the market via salary surveys or if jobs are releveled down or up.
Typically if it were performance related, either company or personal performance, then just the payment would be cut not the target.
