Completed Google onsite, recruiter asked me about desired salary/TC before hiring committee. Is this normal?

The recruiter wanted to gather additional info like desired salary, TC, previous promotions, etc before sending to the hiring committee. I haven't heard this happen often to others before, is this normal? Could this be a bad or good sign? TC: 130K YOE: 3

You don’t have to provide your current salary. In fact, it is quite illegal to ask in some states
