You can skip in person interview and dropbox if you qualify. One reason you not be qualified is if your previous visa was denied. Even if do you qualify they can still call you for in person interview. Also with i797b, your h1b won't activate until you leave and come back.

I think any change of visa type or 1st stamping of a particular visa type requires in person interview. Looks like this will be your 1st h1b stamping. Or even if u had h1b in past, but currently on f1, do still would need in person interview even if it wasn't consular processing
