It's easier to be an FTE through the contractor route.
Yes, bar is very low and I even think some HMs collude to hire contractors.
I've also seen two contractors convert to FTEs. Much much lower bar. Bar raiser essentially deferred to hiring manager after the manager said that they would "accept the risk". so much for being data driven.
