Cut off date to be eligible for Paypal refreshers

Asking on behalf of my friend, will be joining Paypal in mid of January as Senior Software Engineer, SE3 (T24) CTC details - Base - 29 LPA AIP - 10% Equity - 40k vested over 3 years Is cut off date to be eligible for refreshers and AIP 1st of January, in that case will be in great loss.
