I wouldn’t trust CIS too. They hate H1B with a burning passion. Pretty sure that Mark Krikorian had a role to play while drafting these regulations.

Onetonline.org/link/localwages/15-1133.00?zip=98105 90th percentile as per this link is 175K for Seattle area. How did they come up with 195k for level 3 (75th percentile apparently) and 225K for level 4 (95th percentile apparently).
The title doesn't make sense. It's saying dol under estimated by 26%? When the entire article is how it over estimated.
It "understated the wage increase" by 26%, which somehow implies the increase is 26% over target.
So much confusion, let me clear a couple of things: 1. Cato institute is right leaning but pro immigration think tank. (Libertarian) 2. The article does make sense because they are suggesting that instead of looking at actual percentile data, DoL just used linear regression based on other percentiles, which caused the calculated wages to be lower than actual wages. I.e. wage vs percentile graph is a hyperbole but they treated it as a straight line. 3. The article does however inadvertently in their own analysis admits that because the 95 th percentile is a very small group with outliers drawing a lot more money than the norm, actually pulls up the wages higher than they should be if DoL actually used correct methodology.

I don't think it is incompetence, with the current political climate I don't think it was a mistake. It is done on purpose.
