They certainly have a cool-off period, at least in certain groups. Not sure about blacklisting. I doubt they would.

I’ve heard 90 days and a year. My instinct tells me it depends on the position. Also, need and difficulty in filling the position most likely factor in heavily.

I highly doubt it. Sounds like a great way to exclude high quality candidates. I recently got another offer from a company I previously turned down.
Yeah, I know this isn’t true at most companies, but I’ve had someone tell me that it was the case at Apple. I am not sure if I believe him though.
