I signed a repayment contract agreeing that I'll repay the costs of the GC process if I leave with in 2 years of the approval. Currently, the process is still in first stage - "Started Advertising for my job role" I think the entire process would cost around $10k ? If I leave the company now, would they really ask me to repay all of it ? or since, the process is still in initial stage, would they ask only part of it ? if so, how much ? Also, since the GC process is employer's responsibility, can they even ask me to repay ?
AFAIK the stage of the process does not matter. You will be asked to pay the entire amount.

No. LCA step is different from advertisement. You need to pay for that. One thing you can do is to ask your new company to pay for the GC thing to your current company
