It matters but only if you do it tastefully. Just submitting a referral into the system is just the first step. You can just stop here if you don't feel too strongly about the potential candidate. If you want to push your support behind this candidate then it might be worth reaching out to the hiring manager internally. If you know the hiring manager and have a good relationship, then they'll probably be willing to chat with the person. If you're random then it's likely they'll be polite but probably won't change much, but will probably still help the candidate's name pop out at them. Just be human. It's just people trying to find other people to help their team out.
