I'm L1-a Engineering Manager and have some employees who are on L1-b. None of them were ever rejected (high salary, real job, 5k employees in the world), but I've heard a lot of Indians from Indian b bodyshops are rejected, because they are scamming this visa. No real experience, fake position, low salary, etc. And yes, it's just the statistics from USCIS.

4 of the 60+ people I know got rejected. Some of them had just one year of experience and were unable to convince the consulate that they were important and had relevant skills. One guy got rejected because he could not answer how many people in Bay Area could do his job. You are not supposed to give a number in your reply ;)
