If the water tap is not automated and you need to manually open the tap, then no. The water tap could be more unhygienic and I don’t want to risk the need of closing the water tap AFTER my hand is washed. So might as well not washing it 😆
Thats why you are supposed to close the tap with the paper you used to dry your hands. And if there is a door to the bathroom, instead of just a zig-zag of walls, you use the same paper to open the bathroom door. (Cause it will be filthy with all the nasty crap that people that don't wash their hands left there)
