Lay-offs happen because executives are desperate. I think Apple is smarter than most that dump talent to cook the books. There are only a few places where putting trust in your top leadership is advisable.

I’ve been at Apple for a considerable amount of time...certain divisions have freezes to re-evaluate what they need and most effected teams I remember were recruiting and university relations.
