There have been many times where I got a short, impersonal email after an onsite asking to talk on the phone. Always think it’s going to be a reject and it’s always been an offer
From my experience you can sometimes sense the tone from the email. If the recruiter said "I have an update for you!!" Then it is very likely to be a good news. Most of the time my recruiter would just call me.
Honestly, depends on your recruiter. I’ve had recommendations interview and get good/bad news both ways. But you’ll always get some details about why the team didn’t think you were the right pick. Good luck!
