Does oracle provide tuition reimbursement for certificate programs or courses by Stanford university , cloudera and similar online learning portals ?

I think it is standard but not for a course. It is per class per year limit. Check benefits section
The limit is 5250$ per year. It happens on a per course basis. You need to get B+ or more to get the reimbursement. Also you need an approval from your manager before the course starts. There is a form you need to get your managers permission on, and then email it to oracle benefits before you start the course. Check your employee benefits on my.oracle.com

Certificate courses are not covered under university education reimbursement. Your manager has to approve the certificate course as training.
You can do it on a per course basis .. I have done a course in scpd and gotten approved. A colleague has done 2-3 courses there
