Publicly and in PR messages google seems to be trying to claim it’s a “bug” rather than the outcome of systemic decisions that have been made. I’m genuinely curious if people within G are recognizing that there’s a deeper root cause problem here.
I've interpreted it more as them saying this wasn't the desired behavior. Whether it was a bug or a breakdown in the process is something they are rooting out right now. It's probably hard for an outsider to grasp, but there isn't a strong direction being managed by a single person in this. It's a bunch of independent teams acting on the information they have which is usually incomplete. There is also a real fear in leadership about bad press, so it's not hard to see how they lost the plot and over-indexed on diversity.
