Even if you are willing to relocate, does living in a different state hurt your chances of landing a job in Bay Area when you apply?
In my opinion no. Giving you a relocation bonus and saying see you in office is a peanut to them.

Yes , although I don’t live there I once chnaged my address to my friends and I got lot of calls Nd converted one of them as well. If you do this you will not get relocation money.

Because HR always wants fewer offers declined, and if the candidate is not already in the area, even everyone says "I promise I will be onsite from day 1 without relocation expense", they are more likely to say "sorry but I got a better offer from a local company". But it's not very significant at all. Decent people are always hot on the market, especially the market is recovering right now.
Yes because your missing out on personal connection referrals. In the Seattle/Kirkland area you can't go to a cookout without meeting other software engineers working on cool stuff. Every software job I've had has come through personal referrals.
this, no company of any size gives a shit about relocation expenses, it’s the social connections you’re missing out on - applying to jobs online is pleb shit, and it’s not a lot better getting rando referrals from Blind or wherever to jam your resume into the same system, knowing recruiters and managers is the real trick
Yes, it does. I am experiencing the same, I used to live in Bay Area and get plenty of interview opportunities but after relocating to non tech state like Oklahoma, I haven’t seen any or really low interview/recruiter approaches. It very well might be the market conditions but I ruled it out after rigorous applications and still no word from the same companies that used to reach out. I think it depends on relocation expenses and probably the risk involved in hiring such candidates who might not actually relocate/ditch the offer after hiring.

Probably relocation expenses for small companies is more significant
