Doesn’t all companies do this? Every single delivery company promises min pay per trip including the tips. The driver gets 100% of the tip, but the company makes up the difference only when tip is less than min guaranteed. The tips basically goes to the company.

This makes it even for the doofuses who don’t tip. So if someone tips and another customer doesn’t tip, it gets spread evenly. Like if I am a dasher and one guy doesn’t tip and the next guy tips, DoorDash makes me whole by covering for the first guy that didn’t tip.
