Retrogression is due to ROW. It will be back to current in 2 years.
How long will it take for eb2/eb3 to become current for ROW again?

I have a slightly controversial take -- I think it's practically IMPOSSIBLE to predict what filing trends look like. USCIS is very opaque with their numbers and there are way too many macro factors to account for. This is the final action date for EBs for India from 1992-2021. https://travel.state.gov/content/dam/visas/employment-cut-off-dates/Employment_Worldwide_India_FY21.pdf The EB1 trends from 2017-2019 (pre COVID, increased demand) are extremely difficult to predict. It toggles between being current and 2012 and then back to 2016 and so on. The workaround for this is some demarcation between the categories so that one of them is not overrepresented. I'm curious to see how immigration troubles lead to a change in the talent pool for India and China. It's a game where the most patient person wins and that doesn't always work out for best talent. Imagine being a professor at an R1 institute and not being able to apply for certain grants because of red tape.
For a PD of Decâ22 under EB1 for India, can I expect PD to be current around Octâ24? Or will it be 2025 or worse 2026?
