It's hard to say, USCIS doesn't always do things in order. But generally yes.

EB3 rest of the world will go back to normal in the October 2019 bulletin when the new fiscal year starts.
Does this mean that even if I will have my GC interview in August I-485 wont be approved until October?
Yes. The interviewer will mark your case as "approvable" but it'll only be approved once the cutoff date moves forward. You still have to retain the intention of working at the employer which filed your I-140 at the time of approval, unless you've ported the I-485 to another company by then.
