Friend got an offer for Manager in SF at EY and they offered 170K. Is that in range?

Coming in as experienced hire in specialty team usually get higher end of the title range. At least thats what I got when I moved into EY , got paid higher than everyone else with that title. But next year my salary increase was 5% to keep me within the range of that title.
Whats the average EY SF salary for managers?
Is that just the base? Was he not offered any sign-on? What about the yearly bonus component?

Lol companies like EY dont have more than base , bonus is a joke, haven’t heard of sign-on bonus unless specialty team. But yes the salary seems to be in range of the city and title. Bonus is so low that after tax its less than 1 paycheck.
