He wants to take advantage of the cheap labour available in India and do the same as what other capitalists are doing... layoff 1 engineer in US = hire 5 in india , thats how every ceo is playing and those 5 will do a 9 to 9 6 days a week maybe 7 with less than half the TC of a US engineer
Let's face it. Demand for EV and Tesla are falling off the cliff. Elon damaged the brand further. They can't keep operating with same amount of workers with this kind of demand. So layoff confirms demand issues. Short TSLA
There is going to be more to tesla than just cars in the future. They have tons of data, you'd be naive to think he cannot make that data useful.
Me and hopefully you if you are an engineer know that massive data needs labeling and not all data is useful. Overtraining your AI model with massive data doesn't mean it will give you convergence. Many times it is noisy and converge to local minima maxima only
It's election season in India. Our great Modi ji and team are very good at creating such headlines. Nothing much will translate to ground reality.

Do not forget India has always been a cheap exporter of software & service through consultancies and other mediums. I think Elon is planning on doing the same.
