I am in the process of applying for a green card and need employment verification letter from previous employer as part of I-140 filing. However, previous employer is not very cooperative and it seems like they are just going to ignore my request for the letter. Any idea how can substitute that in my application or what to do? I am pretty stressed out about it and any help and advice is very much appreciated! Thanks!
You can also get it from your direct manager from previous company if you are in good terms with him/her.
Also let your microsoft immigration advisor know about it, I didnt get an official experience letter too. A letter from your direct manager in that company and pay stubs covering your period of employment should be good ! I did the same.
The HR is friendly. The problem is that my previous manager is being extremely unhelpful

What letterhead did you use if at all?
You can split this into two letters. Every company hr should be able to give you an employment verification letter which says that you were employed there and reported to X. You don't need to go to your ex manager for this. This letter needs to be on the company letterhead. The second letter which lists your skills is one you ideally need from your manager. If your previous manager is unhelpful you can also try it from your skip if you have a good equation with them. That's what I had to do. This letter does not need to be on the company letterhead.

I just got RFE because the letter from my direct manager wasn't on a company letterhead. It's some complete nonsense.
Does your former employer use TheWorkNumber ? If so, verify employment that way. I don't understand why you are asking a former supervisor to verify past employment. This is the job of the payroll department.
Lawyers ask for more details to be in the letter such as technologies you worked on, your responsibilities etc. The whole thing is fucked up.

Try reaching out to HR for previous company. They will oblige usually. Or else I have heard people getting reference letters from ex-coworkers
