Yes and No. Yes, if you become or were an international manager, outside the US for at least a year and then apply through EB1C. AFAIK becoming a manager in the US even with an international team will not fly with USCIS. In fact the immigration lawyers themselves will not put in the petition.
I came to the US on F1 for my Masters. I’ve been on H1b with I-140 approved for EB2. Started job as Software Engineer II. Transition to Manager will happen in the US, I have not worked internationally or outside the US.
In that case it’s most likely to be a No. The EB category is intended for international managers who have teams in multiple countries. What some folks I know have done in the past was to go outside the US for a a year or so and manage the teams internationally and then return to the US.
Your likely EB1 path. 1. Become manager outside the US (doesn't matter how you reach here) 2. Transfer to the US as a manager with the same company after working outside as a manager for atleast 1 year 3. File EB1 application in the US

You can have eb1 and eb2 processed at the same time. Of course you need to be eligible for both. Source: I had it in 2014
If you work for a FAANG or FAANG like company in a senior position and can prove significant contributions, leading/critical roles and one other criteria (like high comp), you can do an EB1A with a good lawyer.

You can technically change from EB2 -> EB1 . However progressing from engineer to manager does not help here. you can file under EB 1 (outstanding researchers) . You need research publications and patents to go through this . I have successfully done this switch with my research background and patents.
