Is it a bad idea to send an official mail to someone's super boss about how they are creating a toxic culture? At the time of leaving the company. One was my boss till a couple months ago. Other one is a regional manager who is creating the most toxic work environment- her super boss knows me but is not in my management chain. Thoughts? Does this mean burning bridges with the company? Should I only complain to HR?

It's not a bad idea to let the company know that someone is creating a toxic culture. However, you must do it very tactfully as to not burn bridges and make yourself seem like your the problem. Definitely bring it up to HR. And I would say that bringing it up to super boss would depend on how well you know/how much you've worked with super boss. And it sounds like super boss was you boss till a couple months ago... so I would say instead of an official letter maybe just meet up for lunch and talk about it or a phone conversation.
I agree. Talk with your skip level boss directly. Don’t use mail. This kind of conversion can easily be misconstrued. If you like you skip boss, and you think you’ll be able to send the message that you aren’t complaining, but rather are looking out for the org, then yes. As for why you should care? I’m on my fourth Tour of Duty at MSFT. You never know when you’ll want to come back.
There is no upside... what are you going to gain? Better culture at a company your leaving? More likely, you'll just burn some bridges in the process...

I did it once and over time my angst has withered away to the point where I've regretted doing it
HR will sweep it under the rug as you bring bitter unless like all their directs quit at once. I wouldn’t send email to skip level, but like others said, have lunch, talk directly, and be tactful, use tangible examples (not just so and so is complaining too).
