I don’t think there’s an official rule or anything but I heard from colleagues. Btw, I’m in your same situation, lmk if it works for you!
I think US is deliberately doing thus. Getting Visa stamping would increasingly difficult as US would use it as a negotiating lever with India on Russia and Ukraine. It would want Indian diaspora to pressure Indian government and this is pretty much plausible.

I’ve read this morning on blind that there is a petition to according H1 stamping within the US lands. I am not sure if you came across that, I wanted to loop in. But I don’t think any of us can predict the timeline
It takes years for a bill to pass in the US. I think it's most unlikely to happen soon.
