Is giving holiday gift to Boss considered as quid pro quo?
Are there any legal issues with giving gift to Boss?
Legally, no. But you might be giving the wrong impression. If you want to give boss gift, give a sentimental token, like a photo of the team or signed Christmas card.
It’s a quid pro quo. They could be impeached and your reputation will suffer.

Unless it’s a few pieces of chocolate! An intern gave a small bag of Ghirardelli peppermint squares to the team and that was appreciated and did not feel weird. It was also to the team and not boss. Which might be weird.
