I use Facebook, Facebook Messenger, and Instagram on my iPhone. I recently noticed that I can click on "Search" in Facebook Messenger chats and I am presented with a list of "Suggested Chats." I see individuals at or near the top and I don't understand why they are there. For example, one of them I never interact with on Facebook or Facebook Messenger. I chat with them a little on Instagram, view their stories occasionally, but not much more than anyone else who do not appear in the Messenger Suggested Chat lists. Does anyone know how the Suggested Chats list works or what information/relationships it is using to populate and order the list in Messenger?

One of the individuals near the top is someone I do follow on Instagram and message on Instagram on a somewhat regular basis. If I scroll to the bottom of Messenger, I can see people that I follow on Instagram. I am assuming it is pooling my activity from Instagram as well to form the list. Is that right? Also...by dm's are you referring to Instagram dm's or Messenger dm's?
keep in mind this is a complete guess based on my anecdotal exp. for me, top 2 were users i had interacted with somewhat frequently, below that it was anybody’s guess. users i’m friends with that i’ve never talked to or interacted with, users i’m not friends with but dm’ed on messenger, etc.
In all honesty, my question stems from seeing the "suggested chats" list on my significant others phone when I was sending a message to a friend through his/her account (I asked before I did this). I noticed that there were some individuals in the top of the "suggested chats" that made me a little suspicious on my significant other's activity.
This could totally be a System Design question
