Facebook US not passing H1B lottery

My friend got an offer from Facebook US (eng position) but wasn't selected in the H1B lottery, does anyone know what will Facebook do in this case ? Whether they will support to change to another office location or the offer will be terminated ? TC: 300k #workvisa #h1b #facebookus
