Why do you think it’s so obvious? Is it the company that makes it obvious to you? Or the role difference? Can you enlighten me about why one or the other is obviously better?
From what I've seen, TPM job at Facebook is hardly technical. They are mostly doing coordination, collaboration, project management. FYI, in case that matters to you.
