Which stock price to use to evaluate an offer officially, and unofficially (upside based on secondary market)?

The new round puts us at 8B, Rsu = 14$ / unit. It was going for close to 30$ in secondary before the new raise. Twilio above just seems salty.

How are you calculating stock price based on pre-ipo valuation?
Based on their inflated valuation of 8 billion and reducing it to 1/4th due to the current market dynamics.
