I was wondering if it is legal to take flying lessons and apply for a private pilots license as a foreign national on a L1 visa. I understand that I'll have to go through the TSA process and background verification. My question is more about if it is legal to take some kind of training on a work visa

I've read this doc. What concerns me is this: "Moreover, taking flight training without an appropriate visa could be a violation of your immigration status and could result in your arrest and removal from the United States." And this doesn't talk about whether L1 is an 'appropriate' visa or not. That's what my question is.
And it'd be even better if someone who is on an L1 and undergoing training could chime in too! :)
