From what I was told, it's a terminal level. And that means it doesn't have an upper limit. Is my understanding wrong?

I am not the best person to answer this question. Especially because recruitment is a separate department and their salaries are different from engineers. I do know that the HC approves a number and then they allow a little bit negotiation between higher base, lower stock or vice versa. Also, following the unsaid blind tax convention, you should be posting your current TC and the offer that you received from Google.
