Examples would be like during dinner time around 7 pm or around 10 pm when you are about to hit the sack my boss would call me to work. Another would be on your vacation or holiday. Explain if you understand it's part of your role or your employer has crossed into your personal time and into your private home/living quarters. Some may argue they are virtually entering your home similar to someone knocking at your door step, unannounced at will. I will start worked at Citrix as a systems admin and also filled in as QA. Was told by my manager to run some stress tests over the 3 day weekend. Pissed me off instead of enjoying the three day weekend that spoiled my 3 day. Another time was worked also as a senior systems admin for another employer and was given an mobile device and was told to use that as my main phone. Little did I know it was a clever way for him to get a hold of me anytime. Had I know I should have not accepted the phone. Manager would call me anytime of the day and expect a reply right away. You should specify your job function and location, expectations may vary between roles and locations.
You have every right to enforce boundaries between your work and personal life. Sysadmin work does sometimes require emergency response after hours, but expectations for that kind of on-call should be clearly established in advance. If it's not my on-call rotation I don't answer my phone for work shit outside of work hours. If they retaliate against you for having those boundaries start looking for other work.
Start calling your boss during non work hours a few times and see if they get the memo
I'm on call 24/7, I don't mind. My boss will call me at 1am sometimes. But I go months sometime without talking to him. It just depends on what you're comfortable with. You have to set expectations. I'm guessing you're salary so no overtime?

I'm a developer. We have a "flexible" time so now somehow I'm on call 24/7. Morning shift support team and night shift support team complain to tech lead if I ever miss their calls for support resolutions. I explained that I can't be available to answer to support of every single shift but of course he's not ready to listen. Same with teammates calling at ridiculous hours and complaining if I don't pick up. One time a dude called me at 1 am. I didn't pick up I was trying to sleep! I had a call from tech lead around 10 am that morning asking why I'm not picking up my teammates calls!
