I passed all rounds at Amazon, received a congratulations email and a call from the recruiter after bar raiser round. Recruiter said they will come back with the offer in a week, but haven’t heard from them for almost a month now! Does this mean they found a better candidate?

Honestly, Amazon has the weirdest recruiting process. I once had a final round interview (onsite) date confirmed, took my day off n all, and they never got back on travel arrangements and schedule!! When I reached out, the recruiter asked if it would be okay to postpone the onsite. That was the last I heard from them. That was a year ago. I joined FB in the meantime.
And by weirdest I mean worst.
Agreed. When I worked there my recruiter got canned mid process and I had to call a friend who worked there to get back in touch with a new recruiter.

There is no concept of a better candidate. I can only think that either the recruiter gave wrong info or the position got closed and they couldn't try you in another team.
Or email went to your updates folder in Gmail and was lost opportunity
